You know what I mean, not necessarily popular, though they might be.  "Solsbury Hill" by Peter Gabriel or "Waterloo Sunset" by the Kinks or "The Brides Have Hit Glass" by Guided by Voices are all good examples.

Since you already mentioned my first choice (Waterloo Sunset), here's my runner-up:

This one almost falls into the "guilty pleasures" category, but we are talking pop songs and I'm too old to feel guilty about any pleasures. I just love this song ...

Excellent, excellent choice.  Proving that you do not need a Rick Wakeman-esque keyboard player, or have Eddie VanHalen laying his riffs down, to make great pop music!   The Ohio Express played songs I could play on a guitar!

No guilt required... great tune. It used to be covered by a Detroit band I followed back in the day, and it also looked like it was great fun to play.

Okay, last one. For my money, the high water mark of the power pop era ...

You are absolutely right, but this has to be right there with it.

 

All good examples,keep 'em coming.  Of course, any serious discussion of Perfect Pop has to include some Beach Boys and Beatles:
